Tariffs form only one part of the answer. Utilities need accurate customer records, effective billing, collection discipline and transparent service commitments before price reform can establish legitimacy. A higher nominal tariff cannot recover cost when water is unmeasured, bills are disputed or households rely on expensive coping alternatives.

Public-private arrangements can add specialist capability and capital, but they require disciplined risk allocation. Construction, demand, energy, source quality and operating responsibilities should sit with parties able to manage them, and contracts should preserve public oversight of affordability and service standards.

Wastewater and reuse projects illustrate the importance of integrated delivery. Treatment capacity alone does not create a circular service; dependable influent, compliant operation, conveyance and stable offtake agreements all need to work together before freshwater substitution becomes durable.

Regulators and state missions can improve comparability by using common definitions while avoiding a single league table detached from context. Continuity, quality, losses, collection and cost recovery should be reported with observation periods, coverage and data confidence so apparent performance differences are interpretable.

Boards and local governments need a compact scorecard that connects finance and service. Source yield, production, losses, billed volume, collection, continuity, quality, energy, complaints and maintenance can reveal whether an investment program is changing operating risk or merely expanding the asset register.

The macro implication extends beyond utilities. Reliable urban water supports housing, public health, commercial activity and industrial location, while weak systems shift costs to households and businesses. Lifecycle performance is therefore an economic and governance outcome, not a narrow engineering measure.
