Large projects deliver stronger results when the receiving utility can manage the new assets from commissioning onward.

Performance contracts and international partnerships can accelerate capability building, provided knowledge transfer is explicit. Engineering support should leave regional teams able to operate digital tools, maintain equipment and interpret utility data independently. Procurement should also define the documentation, training and post-commissioning support that local operators receive. Dependence on external expertise is not a sustainable modernization outcome.

The macroeconomic consequence of successful reform is greater confidence in urban infrastructure as Uzbekistan grows and industrializes. Reliable water and sanitation support public health, enterprise continuity and the development of new economic centres. Persistent service gaps, by contrast, shift costs to households and weaken the social basis for tariff reform.

Utility modernization also shapes the country’s climate adaptation capacity. Digitally managed networks can respond more precisely to scarcity, while dependable wastewater treatment creates options for reuse. These gains emerge through everyday operating discipline, not through technology adoption as an end in itself.
