01
National Water Context
Spain’s water system is organised through national and river-basin planning alongside decentralised supply services. The governed population measure records 49,801,559 residents on 1 July 2026. The population counted in censused drinking-water supply zones is a separate 2024 service measure and is not substituted for national population.
02
Resources & Demand
Average household water consumption was 128 litres per person per day in 2022. The 2024 drinking-water inventory reports 10,867 censused supply zones. Abstraction-point counts distinguish groundwater, surface water and rainwater origins; their shares describe points rather than the volume of water abstracted.
03
Infrastructure & Governance
Third-cycle hydrological plans set allocations and reserves, environmental objectives and programmes of measures. Inter-community and intra-community planning responsibilities remain distinct. The retained plans cover the 2022–2027 cycle and were approved in January 2023.
04
Investment & Resilience
The third-cycle programme of measures records €22,844 million of investment across more than 6,500 measures. This is a programme value for the planning cycle, not annual expenditure or evidence that every measure has been delivered.
05
Key Challenges
- Managing different basin and service conditions within national planning.
- Delivering sanitation, supply and resilience programmes while retaining their planning status.
- Keeping abstraction-point shares separate from abstraction volumes.
