Canal de Isabel II Renewed 481 km of Pipe in 2025, Almost Twice the Pace Its 2030 Target Needs

Canal de Isabel II renewed 481 km of pipe in 2025, taking Plan Red to 1,743.5 km; about 251 km a year will reach 3,000 km by 2030, while mains breaks fell 47% since 2015.

Canal de Isabel II replaced 481 km of drinking water pipe in 2025 under Plan Red, its fastest year since the program began in 2018. That took the total to 1,743.5 km, leaving about 251 km a year to reach the 3,000 km target by 2030.

Four years of acceleration

Annual renewal has risen every year since 2022: 190 km that year, 257 km in 2023, 347 km in 2024 and 481 km in 2025. In April 2026 the regional government approved contracts for a further 210 km inside Madrid city, worth €73.2 million excluding VAT, to run for 57 months with up to 40% co-financing from the European Regional Development Fund.

Fewer breaks, low losses

Mains breaks fell from 135.90 per 1,000 km in 2015 to 72.47 in 2025, about 47% lower. Canal estimates real losses in its networks at 4%. National statistics office data cited by the regional government in December 2025 put the Community of Madrid's real losses at 1.86%, against a national average of 15.36%.

Meters next

The network program is now moving from pipe to data. On August 7, 2026, remote reading covered 93% of meters, more than 1.55 million, with all 1.6 million due by the end of 2026. Hourly reads replace bimonthly manual readings, and more than 69,000 users had been alerted to unusual consumption during 2026.

The profile sets these network figures beside Canal's treatment, wastewater, finance, tariff and governance data, including the €494.4 million it invested in 2025 and the debt that funds it.
