Canal de Isabel II's €620 Million Network Services Tender Awaits Award in 15 Lots

Canal de Isabel II's €620.3 million, 15-lot network services tender was still pending award on 26 October 2026, after €73.2 million of Madrid pipe renewal went to three contractors.

On 26 October 2026, Canal de Isabel II's 15-lot tender for urgent repair, renewal and maintenance work on its supply and reuse networks was still pending award, after Canal asked a bidder to justify an abnormally low offer. The four-year contract has an estimated value of €620.3 million and a base budget of €496.26 million.

Fifteen zones, one lot each

The contract, file 159-2025, is split into 15 geographic lots, from Colmenar and Guadarrama to Jarama, Tajo and Culebro. Bidders could offer for every lot but can win only one, so the award will spread four years of network work across up to 15 contractors or joint ventures. Bids closed in spring 2026.

A crowded construction pipeline

The tender lands in a busy year. In April 2026 Canal awarded its €73.2 million renewal of 210 km of pipe in Madrid city in three lots: €24.22 million to a joint venture of OHLA and Imesapi, €24.67 million to Ortiz and Licuas, and €24.35 million to Acciona Agua, with contracts signed in June. A separate €42.45 million contract for gallery and network renewal in central Madrid closed for bids on 7 September 2026 and is also pending award.

The money behind it

Canal invested €494.4 million in 2025, more than double the €212.5 million of 2022, under a Strategic Plan 2025–2030 worth more than €2,000 million. Its pipe renewal programme covered 481 km in 2025 and needs about 251 km a year to reach 3,000 km by 2030.

The brief explains how Canal buys, who already holds its major contracts, which tenders are open or pending, and where suppliers of pipe, treatment equipment, meters and energy should focus first.
