Halifax Water's capital spending plan for 2026/27 totals C$164.6 million: C$117.7 million of new investment and C$46.9 million carried forward in projects already approved.
The biggest lines
The Burnside Operations Centre, under construction since spring 2025, carries C$21.7 million. Information and technology takes C$21.1 million, including operational technology security, identity and access management and maintenance systems. Halifax Water's share of the Windsor Street Exchange redevelopment totals C$10.0 million across water, wastewater and stormwater, and the Mount Edward Reservoir #1 replacement has C$8.0 million.
Steady renewal work
Cross culvert renewal is budgeted at C$5.5 million, Kempt Road sewer separation at C$5.0 million and structural lining of the collection system at C$4.0 million. A transmission main condition assessment has C$1.5 million.
The big projects come later
The two major treatment projects carry small sums this year. Three Water Supply Enhancement Program lines, covering a new Pockwock plant, J.D. Kline storage and the Lake Major intake, total C$0.97 million. Mill Cove plant upgrades have C$0.5 million, and a market sounding on Mill Cove delivery models closed on 18 August 2026.
Paid for mostly by borrowing
Debt funds C$62.4 million of the new investment, depreciation C$46.7 million, regional development charges C$4.7 million and external sources C$3.9 million. The budget assumes C$90.0 million of new debt at 4.0%.
