Halifax Water lost 263 litres per service connection per day through leakage in FY 2024/25, up from 172 litres in FY 2018/19, a rise of 53%. Its scorecard target is 165 litres.
More water out of the plants
Total production reached 49,454,503 cubic meters in FY 2024/25, 22.7% more than in FY 2019/20. Over the same years, use per person moved the other way: consumption per capita was 260 litres a day in FY 2017/18 and 223.78 litres in FY 2022/23. Leakage rose in every reported year from FY 2022/23 to FY 2024/25, from 219 to 238 and then 263 litres.
A first turn in 2025/26
The FY 2025/26 accountability report, published on September 11, 2026, reports a 7.2% reduction in real water loss, a separate measure, on the previous year, beating a 5% target. Production also eased, to 48,274,430 cubic meters.
Why the utility is now targeting losses
Halifax Water's 2026/27 Annual Business Plan commits to review its approach to water loss control and begin short-term actions by the fourth quarter. The plan says lower losses would reduce chemical and electricity use and add capacity during droughts. Water loss matters for customers too: the estimated average residential bill rose 12.1% in January 2026 and 6% in April 2026.
How Halifax Water's water losses compare with its digital, energy and climate plans, what its C$164.6 million 2026/27 capital spending plan buys, and how the next Integrated Resource Plan, due in 2027/28, could change priorities are examined in the full report.
