When National Water and Sewerage Corporation (NWSC) tendered an 18-month framework for chlorine powder in August 2025, bidders had to buy the documents for a non-refundable UGX 200,000, deliver sealed bids to NWSC's offices in Kampala's Industrial Area by 26 September 2025, and post a bank-guaranteed bid security of UGX 45,000,000.
The rules behind it
The tender ran under open international bidding procedures in Uganda's Public Procurement and Disposal of Public Assets Act, Cap 205, and the PPDA Regulations of 2023. The notice set out a full schedule: a pre-bid meeting on 25 August 2025, evaluation in October 2025, a best evaluated bidder notice, and contract signature only after the Solicitor General's approval.
Two routes, two rulebooks
NWSC-funded purchases follow that national process. The largest works follow the financier's rules instead. Package 2B, the EUR 92.4 million Greater Kampala network contract, is held by Sogea Satom with ARTELIA-Gauff supervising, and was about 35% complete in September 2026. On Wakiso West, funded by a Danish DSIF grant, the technical evaluation had been cleared and sent for the financier's no-objection by April 2026.
Who already holds the work
China Communications Construction Company (CCCC) built the UGX 59.8 billion Adjumani scheme under the World Bank-financed IWMDP; it was handed over on 24 May 2026. Zhonghao Overseas Construction Engineering Company holds Hoima 2, a UGX 14.24 billion emergency supply project announced on 23 June 2026 for AFCON 2027, with an eight-month programme.
For suppliers in 2026 and 2027, that leaves two routes: NWSC's own bid notices for chemicals, pipes and town works, and subcontracting on the donor packages already awarded.
Which projects are open, emerging or paused, where to focus first and what to watch through 2027 are set out in the full brief.
