Manila Water's 200 MLD East Bay plant was awarded to a consortium; a 218 MLD Wawa phase is in pre-works

An ACCIONA-led consortium holds Manila Water's 200 MLD East Bay Phase 2 plant contract; start-up was unannounced on 3 November 2026, and a 218 MLD Wawa phase is in pre-works.

Manila Water's 200 MLD East Bay Phase 2 treatment plant at Pakil, on Laguna Lake, was awarded to a consortium of ACCIONA, Prime Metro BMD and Santa Clara International, announced on 17 July 2023. The contract covers design, construction and one year of operation and maintenance, using ultrafiltration and reverse osmosis.

A plant still waiting to start

The project was estimated at PHP 7.84 billion in 2023. Its 31.5 km of submarine transmission lines, worth about PHP 5.7 billion, were completed in October 2026, but plant start-up had not been announced by 3 November 2026. Once it starts, the consortium's first operating year begins, followed by recurring demand for membranes, chemicals and spares.

The pattern on other plants

The 60 MLD Aglipay sewage treatment plant in Mandaluyong went to the Megawide Consortium in December 2019 and became fully operational in January 2026. It can expand to 120 MLD. The sources checked for this brief do not name the contractor for the 220 MLD Kaysakat plant, a PHP 5.44 billion project fed by the Wawa dam.

What comes next

Wawa–Calawis Phase 3, at 218 MLD, was in pre-works at end-2025. Manila Water has also stated allocations of PHP 67 billion for 2023–2027 and PHP 124 billion for 2028–2047 for East Zone water security and resilience projects. All vendors must pass accreditation and pre-qualification first.
