Maynilad Water Services had disbursed about PHP 19.5 billion of capital expenditure in the nine months to September 2026, against a 2026 budget of PHP 34.6 billion. On 5 November 2026 it announced that Ramon Alikpala will take over as President and CEO on 1 January 2027, succeeding Ramoncito S. Fernandez.
A gap that has persisted
Across 2023–2025, Maynilad disbursed PHP 78,655 million against PHP 96.3 billion budgeted, about 82%. In 2025, the year with the largest budget, disbursement of PHP 26,878 million was 69% of the PHP 38.9 billion planned. Management's January 2026 guidance of up to PHP 30 billion was already below the 2026 budget.
A regulator's background
Alikpala is a former executive director of the National Water Resources Board and former chair of the MWSS Board of Trustees, the bodies that allocate Maynilad's raw water and approve its tariffs. He arrives as the 2023–2027 capital budget of PHP 163.3 billion enters its final year and the 2027 tariff step is pending.
Dates that have passed
Some dates have passed without confirmed completion: the 40 ML Parada reservoir was estimated for August 2026, and the 88 MLD Las Piñas water reclamation facility was due to start operations in July 2026. The La Mesa raw water reservoir had about 133 ML of its planned 200 ML in use in late October 2026. The 205 MLD CAMANA water reclamation facility, 93.76% complete at the end of June 2026, is due in July 2027.
