With a A$7,307.7 million capital benchmark for 2026–2031, Melbourne Water has since 2025 put three major-works purchases through two-stage processes on its Zycus eProcurement system, with expressions of interest (EOIs) that shortlist firms for a request for proposal. That benchmark compares with A$4,100 million spent over 2021–2026.
Three processes since 2025
The Capital Program Partnership EOI closed on 20 March 2025, after notices in June and September 2024. The construct-only EOI for the Cardinia Dam Upgrade, a A$191 million project in the 2026–2031 determination, closed on 3 October 2025, and its RFP documents go only to EOI respondents. The design-and-construct EOI for the Eastern Treatment Plant sludge dewatering upgrade closed on 1 June 2026 and is conditional on Victorian Government approval.
What is still to come
Several projects in the 2026–2031 determination have no public procurement yet. They include the Western Treatment Plant expansion at A$337 million, the Eastern Treatment Plant augmentation at A$304 million and the Maroondah Reservoir outlet at A$225 million, where site investigations run to December 2026.
Where firms already sit
John Holland is delivering the A$711 million Resource Recovery and Re-Use Complex at the Western Treatment Plant, planned to be fully operational in 2029. Yokogawa was ordered to supply an integrated SCADA platform in March 2025, with work running up to three years. The Western Trunk Sewer tender was awarded in December 2025, with relining planned from mid-2027 to late 2029.
Which firms hold the remaining work, how panels and approval conditions affect access, which categories to target first and what to monitor through 2027 are set out in the full brief.
