Morocco Left 84% of Its Tertiary Wastewater Treatment Capacity Unused in 2023

Morocco reused 37 million m³ of treated wastewater in 2023, 37% of its 100 million m³ target for 2027, while 194 million m³ of its 231 million m³ tertiary treatment capacity went unused.

Morocco reused 37 million m³ of treated wastewater in 2023, out of 231 million m³ a year of tertiary treatment capacity. The other 194 million m³, or 84%, went unused, according to the Cour des comptes. Reuse reached 37% of the national target of 100 million m³ a year by 2027.

Built before reuse was planned

Most treatment plants were designed before reuse was planned, and tertiary treatment makes up only 18% of total treatment capacity. Agricultural reuse is negligible because no cost-sharing or quality framework exists for it. The Ministry of the Interior reported about 53 million m³ reused in 2024, a different measure from the audit court's.

Golf courses lead

Reuse has gone mostly to golf courses and green spaces. In the Tensift basin, 67 million m³ of tertiary-treated water irrigated 13 golf courses between 2012 and 2022. In industry, the phosphate group OCP plans to meet 28% of its 161 million m³ water need in 2030 with treated wastewater.

Slow gains in programme areas

Areas covered by the World Bank programme made 7 million m³ available for reuse in 2024 and 16 million m³ in 2025, a figure still under validation, against 52 million m³ targeted. A revised bylaw on agricultural reuse norms is one of the programme's results targets.

Sanitation gaps upstream

Collection is the other constraint. Only 43 of 1,207 rural centres were fully equipped with sanitation at the end of 2024, and 8.42% of Moroccans used safely managed sanitation in 2024. A MAD 56 billion programme for 2025–2034 covers 389 continuing and 694 new projects.

What the full report covers

How reuse fits Morocco's 2050 water balance, what the conflicting 2040 and 2050 reuse targets imply, how treatment capacity figures differ by definition, and which milestones to follow to 2027 are set out in the full report.
