NYC DEP Lines Up 15 Bids Over US$100 Million for 2027–28

NYC DEP lists 15 construction bids of US$100 million or more for Q2 2027 to Q2 2028, two above US$500 million, while FY 2026 capital commitments were US$2,859.1 million against a US$4,840.0 million plan.

New York City's Department of Environmental Protection (DEP) has listed 15 construction bids worth US$100 million or more for release between the second quarter of 2027 and the second quarter of 2028, according to its 24-month lookahead with status as of October 2026. Two are above US$500 million.

Two very large packages

The first is a sludge thickening and storage system at the Hunts Point wastewater plant in the Bronx, listed for the second quarter of 2027. The second is the tunnel, shafts and diversion structures for a 50-million-gallon combined sewer overflow tunnel along Newtown Creek, listed for the fourth quarter of 2027. Construction supervision for that tunnel went to a joint venture of AECOM, Parsons and EPC Consultants in March 2026.

Plants and pump stations dominate

Seven of the 15 packages, each valued at US$100 million to US$500 million, upgrade electrical and process equipment at the North River, Wards Island, Bowery Bay, Red Hook and Owls Head plants. Three more rebuild or expand pump stations at Conner Street in the Bronx, Eltingville on Staten Island and Howard Beach in Queens. A design-build request for qualifications for two further pump stations, valued at US$50 million to US$100 million, is due in the second quarter of 2027.

Timing risk

DEP says it awards more than US$1 billion in contracts a year. Its capital commitments, however, came to US$2,859.1 million in FY 2026 against a plan of US$4,840.0 million, and the FY 2027 plan rises to US$5,077.2 million. Release quarters in the lookahead can therefore move.

The brief explains who decides on spending at DEP, how its bid, proposal, design-build and M/WBE routes work, which firms already hold the largest contracts, and where suppliers in each category should focus first.
