At 30 September 2026, Águas e Energia do Porto had executed €552.5 thousand of the €6.7 million of NORTE 2030 financing approved for its network renewal programme, or 8%. The programme, worth €9.9 million in total, is due to renew 9 km of water mains and 6.4 km of sewers through 14 works contracts by 2027.
Execution below budget
The company as a whole executed €13.7 million of investment in 2025 against a budget of €20.4 million, a rate of 67.4%, down from 70.4% in 2024 and 79.7% in 2022. It ended 2025 with no bank borrowings and EBITDA of €20.7 million.
How the work is bought
Network works go out as open tenders on the acinGov platform, usually awarded on price alone. Recent network contracts have run from about €1 million to €1.6 million: Restradas won €1,582,971.77 for one such contract, 614CP25, and Redegás has held successive €1,500,000 service-connection series since 2024. A €1,500,000 mains replacement tender, 172CP26, was published on 25 May 2026; no award had appeared on the BASE contracts portal by 7 November 2026.
Why renewal matters
The company's water pipe rehabilitation rate fell from 1.8% in 2020 to 1.22% in 2025, just above its 1.20% contract target.
