Sydney Water has budgeted A$10.2 billion of capital spending over the three years to FY 2027-28: A$3,279 million, A$3,547 million and A$3,375 million. For a supplier, the first question is not how much Sydney Water will spend but who will actually place the orders.
Most routine work goes through three consortia
Since July 2020, design, construction, maintenance and facilities management in each region have sat with one long-term consortium under 10-year framework agreements on NEC4 contracts. In the north, Confluence Water (Ventia, Downer and Jacobs) has been extended by five years after its mid-term review. Delivering 4 Customers covers the south and the West Region Delivery Team covers the west.
For equipment and technology firms, that changes the sales route. Being specified by the right consortium matters as much as being registered with Sydney Water itself.
Large assets follow a different route
One-off assets are procured project by project through Sydney Water's Major Projects team, using delivery panels and contracts such as design and construct. Sydney Water briefed industry on its pipeline in May 2026. Suppliers register, prequalify and onboard through SAP Ariba before a purchase order can be raised.
Spending is rising faster than delivery
Sydney Water delivered A$2,466 million of capital in FY 2024-25, 84% of its A$2,940 million target. Its capital program has more than doubled since FY 2021-22, when it delivered A$1,170 million. About 99.9% of its spend stays within Australia, and the privately owned Sydney Desalination Plant is its single largest spend.
Which consortia hold which regions, which purchasing channels are open to new suppliers, and where the Opportunity Register sees active procurement are questions the report answers in full.
