In June 2024 Berliner Wasserbetriebe said it planned to invest around €642 million in each of 2024 and 2025. It invested €574.0 million in 2024 and €589.0 million in 2025. The 2025 figure was slightly above that year's own budget of €575.3 million, so the gap lies between the ambition announced in 2024 and the plans the utility then set.
Where the money went
Treatment works took the largest share in both years: €203.4 million in 2024 and €184.9 million in 2025. Of the 2025 total, €92.7 million went to two projects, the sludge utilization plant at Klärwerk Waßmannsdorf and the site extension at Klärwerk Ruhleben. Water mains received €124.4 million against a plan of €103.8 million, pushed up by price effects and pipe damage. Sewers (€91.5 million) and wastewater pressure pipes (€50.0 million) fell short of plan, after relining delays and the postponement of large pipe projects at Mariendorfer Damm and Teltower Damm.
Dates that have moved
The Waßmannsdorf sludge plant, designed for 68,000 tonnes a year, was due in 2025, then 2026, and was still being built in September 2026. At Schönerlinde, a flocculation filtration stage is planned for July 2027, while the facility page still shows 2025. Ruhleben's new filtration and UV stages are scheduled for technical commissioning in April 2027.
A bigger year ahead
The utility plans €600.8 million of investment in 2026 and €691.3 million in 2027. Ozonation at Klärwerk Münchehofe follows by 2032, and a new Stahnsdorf works in the mid-2030s.
