East Casablanca's new flood-protection system, the Système de Renforcement Est, costs more than 465 million MAD and is due in service in the second quarter of 2027. The regional operator SRM Casablanca-Settat's wider 2025–2030 priority stormwater programme, estimated at about 5.6 billion MAD for six collectors totalling 90 km, is still a proposal. That programme is about twelve times the size of the eastern scheme.
Storage under the streets
The eastern system adds two underground galleries holding about 45,000 m³, with 3.7 km of gallery in total. It follows the Super Collecteur Ouest, commissioned in 2017 to carry Oued Bouskoura floodwater to the sea, and the Hay Sadri gallery of 14,000 m³, put out to tender in 2018 at about 185 million MAD.
A long list of black spots
The Bouregreg and Chaouia basin agency counts about 100 flood black spots in its area and 40 flood-prone localities. A regional works budget of 1,147.82 million MAD covers 104 black spots, with 40.17 million MAD from the agency. Its warning network has 35 points, and 45 hydrological stations are to be equipped for automatic early warning.
From drought to downpour
The basin's 2024–2025 hydrological year had a rainfall deficit of about 18.5%. Between September 2025 and 19 February 2026 it received 452.9 mm, 82% above normal. The sanitation system that must absorb such storms includes 114 storm overflows and 194 retention basins. In neighbouring Mohammedia, SRM cut the works on a 140 million MAD stormwater gallery from 18 to 6 months.
The report also answers which parts of Casablanca's supply chain depend on the desalination plant due on 1 February 2027, how much of the region's wastewater still goes to sea, and what the climate plan projects for rainfall by 2050.
