Casablanca's Water Operator Invested 2.6 Billion Dirhams in 2025 and Plans 7.3 Billion for 2026

SRM Casablanca-Settat invested 2.6 billion MAD in 2025, at most about 52% of its budget, and plans 7.3 billion MAD for 2026, led by a 2.4 billion MAD transfer network for desalinated water.

SRM Casablanca-Settat, the public company that took over Casablanca's water, electricity and sanitation networks from Lydec on 1 October 2024, reports that it invested 2.6 billion MAD in 2025. Its budget for that year was more than 5 billion MAD, so spending reached at most about 52% of plan. For 2026 the envelope is 7.3 billion MAD, about 2.8 times the 2025 outturn.

A jump in scale

Lydec invested 1.06 billion MAD across the Greater Casablanca concession in 2023. SRM's programme is worth more than 60 billion MAD over 2024–2054, an even share of about 2 billion MAD a year. The 2026 envelope is more than three times that average.

What the money has to finish

The largest single item is a 2.4 billion MAD transfer network for water from the new desalination plant, with two pumping stations and reservoirs of 30,000 and 60,000 m³. It is scheduled for completion at the end of 2026, ahead of the plant's planned start on 1 February 2027. SRM is also building 12 reservoirs that add more than 22% to storage. In July 2026 it described a western Casablanca supply project costing more than 580 million MAD as almost complete.

Slower lines

The Médiouna wastewater plant extension, budgeted at about 109 million MAD, was reported at about 70% complete on 30 April 2026 and at 65% in a July 2026 account. SRM's director general has said the programme will be largely self-financed, with bank loans and State subsidies, without giving the split. The latest accounts covering a full year of the Casablanca service remain Lydec's for FY 2023, with a net result of 38 million MAD.

The report also answers how the 4.48 MAD per m³ cost of desalinated water sits against tariffs held since October 2024, what the 5.6 billion MAD stormwater programme covers, and how far network losses had fallen before the handover.
