Delhi's Shahdara drain interceptor was 90% built in October 2026 but stalled awaiting another department's permission, as two Yamuna Vihar sewage plants failed standards.

Delhi Jal Board told the National Green Tribunal on October 26, 2026 that the Shahdara drain interceptor was 90% complete physically, with work stalled pending a permission from Delhi's Irrigation and Flood Control Department. The target for completion is December 31, 2026, subject to that permission.

A board with wide powers and many partners

Since July 2025 the Board has sanctioned projects above Rs 50 crore on its own, and on September 30, 2026 it approved a Rs 17,969 crore sewer program. Yet raw water is allocated through interstate arrangements, effluent is policed by the Delhi Pollution Control Committee, and Delhi's 69 AMRUT 2.0 projects, worth Rs 5,588.94 crore, are listed under the municipal corporation and the New Delhi Municipal Council rather than the Board.

Compliance is judged elsewhere

The same October 2026 affidavit reported the Yamuna Vihar Phase I and III sewage plants as non-compliant in July-August 2026. The Pollution Control Committee imposed Rs 2.89 crore of environmental compensation on more than 15 plant operators for failures between July and October 2025. In 2023, only 10 of 35 operational plants met standards.

Deadlines set by others

The Chief Minister has set 1,500 MGD of treatment capacity for 2028, up from 814 MGD of installed capacity in January 2026, and sewer connections for 1,799 unauthorized colonies by December 2028. A clean Yamuna has been pledged for May 2029.

How Delhi's river supply, treatment plants and network fit together, and where the opportunities lie in a pipeline that includes Rs 31,386 crore of programs approved in one Board meeting, are covered in the report.
