The lowest bids reported in July–August 2026 for three Dubai Electricity and Water Authority (DEWA) pipeline packages total AED 1,736.59 million. The glass-reinforced epoxy lines will carry water from the second phase of DEWA's Hassyan desalination complex. No award had been reported by 30 October 2026.
Who bid lowest
Binladin Contracting Group led Project 1 at AED 335.92 million, among eight bidders, according to trade press in July 2026. Tristar Engineering & Construction was lowest of three bidders on Project 2 at AED 792.59 million, and Green Oasis led Project 3 at AED 608.08 million. DEWA publishes tender results after bids are opened, which is how the prices became public.
Why the pipelines matter
The packages follow an AED 289 million contract, awarded in December 2025, for about 32 km of mains serving Hassyan's first phase. That 180 MIGD first phase put its first 60 MIGD block into service in Q1 2026. On 28 October 2026 ACWA Power and DEWA signed a 30-year water purchase agreement worth US$478 million for a further Hassyan plant of about 272,000 m3 a day, with operation expected in October 2029.
A buyer with headroom
DEWA's capital expenditure was AED 12,100.3 million in 2025, and its future commitments, including capital expenditure, reached AED 13,026.9 million at 31 March 2026. Daily peak water demand of 487 MIG in 2025 left only 8 MIGD of spare desalination capacity, a margin the Hassyan programme is meant to widen.
