Hamburg Wasser is buying two 8,000 cubic metre primary digesters and one 4,000 cubic metre secondary digester for its Köhlbrandhöft treatment site through integrated project delivery, with general planning bids due on 19 November 2026. The project also includes a machine house, with construction completion planned for 2033.
One contract, several partners
The utility will sign a multi-party contract with planners and contractors. A two-stage negotiated procedure invites three to five bidders, and one partner is selected to sign. The machine technology package closed on 29 October 2026; construction and electrical packages are still to come. Joint planning is scheduled from mid-2027 to mid-2029.
A busy portal
On 1 November 2026 Hamburg Wasser's e-tendering portal listed 15 open tenders, with deadlines from 3 November to 22 December 2026. They included a pipeline lot for a new build at the Langenhorn waterworks, two pumping station conversion lots, sewer and manhole works, and framework agreements such as a 2027–2030 contract for measurement spare parts.
Two companies, two rulebooks
The water company buys under the sector procurement regulation (SektVO), while the wastewater company follows VgV or VOB/A-EU. Since summer 2025 Hamburg Wasser has used SAP Ariba for purchasing, and suppliers register there before orders are placed. Several 2025–2026 notices used price as the only award criterion, and framework terms run up to 48 months.
The tenders sit inside a larger plan: the two companies invested €227.8 million in FY 2025 and have announced about €1.15 billion for 2025–2029.
