One Dam Supplies Four-Fifths of Maynilad's Water, and It Fell 30 Meters Short in July

The Angat Dam supplied 83.26% of Maynilad's capacity at end-2025. In July 2026 it fell to 150.60 m, about 30 m below its minimum operating level.

At the end of 2025, approximately 83.26% of Maynilad Water Services' supply by production capacity came from the Angat Dam. On 25 July 2026, Maynilad's own investor briefing put the reservoir at 150.60 meters, about 30 meters below its 180-meter minimum operating level and below its 160-meter critical level. Rains refilled it to about 208 meters by late September, yet the National Water Resources Board still cut the MWSS allocation to 44 cubic meters per second for October.

A contract floor close to demand

Under its Revised Concession Agreement, the Metropolitan Waterworks and Sewerage System must supply Maynilad with at least 2,400 million liters of raw water a day. Maynilad delivered an average of 2,326 MLD in 2025, so the contractual minimum sits only about 3% above actual delivery. If MWSS falls short, Maynilad must share the available water equitably.

Treatment follows the same pattern

The two La Mesa plants, which treat Angat water, hold 2,400 MLD of the 2,868 MLD of plant capacity listed for end-2025, about 84%. Laguna de Bay supplied approximately 15.56% of capacity through the Putatan and Poblacion plants. Cavite rivers, groundwater and treated wastewater made up 1.90%.

Losses are the lever Maynilad controls

Maynilad cannot change who allocates Angat water, but it can waste less of it. Period-end non-revenue water fell from 38.4% at the end of 2024 to 30.8% a year later, and to 29.7% by June 2026. Leak repairs rose to 70,373 in 2025. New sources are smaller: Pasay NEW WATER, a 12.0 MLD reuse plant, was 92.19% complete at the end of June 2026.

What Kaliwa and the Laguna Lake projects could change, how MWSS, its Regulatory Office and the National Water Resources Board divide control of the system, and where Maynilad's capital is going are covered in the full report.
