Maynilad Water Services' sewers reached 35.0% of the population it supplies with water at the end of 2025, up from 6.0% in 2006. Its franchise law, Republic Act No. 11600, requires water and sewerage projects that reach 100% coverage by 2037, with five-year completion targets along the way.
Two ways of counting
Maynilad reports coverage on two bases. The 35.0% figure measures the water-served population, more than 3.6 million customers. Its 1H2026 investor briefing gives 26.4% of domestic accounts. The sewer network itself grew from 425.0 km in 2006 to 653.7 km at the end of 2025.
Capacity is ahead of flows
At the end of 2025 Maynilad ran 24 wastewater treatment facilities with about 743.5 MLD of sewage capacity, according to its annual filing. It treated 72.5 million cubic meters of wastewater in 2025, an average of about 199 MLD, or roughly a quarter of that capacity. Facilities in Valenzuela, Cupang and Tunasan were still being commissioned at year end.
The plants on the way
The largest addition is the 205 MLD CAMANA Water Reclamation Facility, an upgrade of the Dagat-Dagatan plant, which was 93.76% complete in June 2026 with completion estimated for July 2027. A 140 MLD facility for the Central Manila Sewerage System is also under way. Maynilad plans to run 28 wastewater treatment plants by 2027. Wastewater services produced 20.5% of its 2025 revenue.
How the coverage obligation sits beside Maynilad's raw water exposure, how the regulator now penalizes service failures, and how far capital spending has kept pace with its budget are examined in the full report.
