One Joint Venture Holds the First Horizon Lateral Packages: US$240 Million at Paradise Hills and US$100–120 Million at Rice

A Granite-Contri joint venture holds the first Horizon Lateral packages: a US$240 million Paradise Hills CMAR and US$100-120 million Rice work, with construction from 2027.

Since June 2025, Southern Nevada Construction Partners, a joint venture of Granite Construction and Contri Construction, has held the construction manager at risk contract for the Paradise Hills segment of the Southern Nevada Water Authority's Horizon Lateral Program, with an estimated construction value of US$240 million. The same joint venture is working on the Rice Pumping Station and Pipeline, where the anticipated construction contract is US$100–120 million.

From preconstruction to construction

Paradise Hills preconstruction runs to December 2026, with construction from January 2027. Rice began with a US$2 million preconstruction agreement in May 2025 and is scheduled for construction from February 2027 to March 2030. The Paradise Hills scope includes about 22,000 linear feet of 120-inch steel pipe and a 65 mgd pumping station, with trenchless crossings under Interstate 11 and rail lines.

A larger program behind it

The Authority now estimates the whole Horizon Lateral Program at US$2.0–2.7 billion, against US$1,596.7 million in its 2020 capital plan. Phase I also includes the Fayle and South Boulevard pumping stations and pipelines, the Horizon Reservoir and the Inspirada flow control station. Black & Veatch was selected in 2021 for preliminary and final design.

What it means for suppliers

With the first CMAR packages awarded, much of the 2027 opening for pipe, valve, pump and electrical suppliers will run through the joint venture rather than through direct bids. Later phases, including the Rush Pumping Station and River Mountains treatment additions, are to be built "as needed." Bonds of US$498.6 million for the capital plan were sold on October 19, 2026.

How the Authority buys directly, which Board thresholds apply, who holds the Garnet Valley work and which categories to approach first are set out in the brief.
