Selling to the Southern Nevada Water Authority Starts at US$100,000: How Its Purchasing Works

Southern Nevada Water Authority purchases above US$100,000 are bid on the Nevada Gov eMarketplace; awards above US$500,000 (goods) and US$1,000,000 (construction) go to the Board.

As of November 2026, purchases for the Southern Nevada Water Authority above US$100,000 are bid on the Nevada Gov eMarketplace, run by Las Vegas Valley Water District purchasing staff, since the Authority has no employees of its own. Smaller purchases, up to US$100,000, go through the Fairmarkit quote system. Registration on both is free.

The thresholds

Goods and services need a single quote up to US$50,000 and two or more quotes up to US$100,000; above that, a formal bid is required. Construction needs three quotes from US$25,001 and a formal sealed bid with prevailing wage above US$100,000. Under the thresholds on the District's supplier page, formal goods and services awards above US$500,000 and construction awards above US$1,000,000 go to the Board of Directors.

What the Board has approved

The Authority's Board approved about US$227 million of Garnet Valley construction contracts on May 22, 2025, for the Apex Industrial Complex. They included US$29.9 million to TAB Contractors for water transmission and US$22.9 million to Las Vegas Paving for a sewer interceptor, with Granite Construction holding the wastewater CMAR work.

Bonds and insurance

Construction contracts over US$100,000 require bid, performance, labor and material, and guarantee bonds. Commercial general liability, automobile and cybersecurity insurance are required for most construction and larger goods and services contracts.

Budget behind the bids

Capital sources in the FY 2026-27 tentative budget are US$705.3 million, up 65%, and the 2020 capital plan carries US$213.3 million for system maintenance and upgrades across 28 pumping plants and two ozone treatment facilities.
