Missing Control Parts and a Fixed-Price Claim: The Strain Behind Berlin's Treatment Works Upgrades

Missing control parts forced a stopgap pump control at Klärwerk Münchehofe in April 2026. Berlin's treatment works took €184.9 million of investment in 2025, and a contractor is suing over fixed-price extras.

On 17 April 2026 Berliner Wasserbetriebe agreed an eleventh additional order, worth €15,518.73, with the joint venture equipping the new flocculation filtration at Klärwerk Münchehofe. Its purpose was a provisional pump control, because the final control components were missing, so that commissioning could stay on time.

Who holds the big packages

The utility is adding further treatment stages at all six of its treatment works, and treatment works took €184.9 million of its investment in 2025, more than any other asset group. Much of the near-term work is already let. WTE Wassertechnik GmbH of Essen is the turnkey contractor for the Waßmannsdorf sludge utilisation plant, designed for 68,000 tonnes a year and costing around €260 million. A joint venture of Hirsch & Lorenz Ingenieurbau and ECHTERHOFF Bau has held the civil works for Ruhleben's filtration and UV stages since February 2024, with construction to June 2027.

Prices and claims

The utility's FY 2025 annual report names price increases on large projects as a risk, driven by raw material and energy costs, and reports that a contractor has sued for extra costs despite a fixed-price agreement. It also flags supply risks for seals, cables, coatings, chemicals and electrical, mechanical and IT components. Energy costs are expected to rise significantly over 2026–2031.

What comes next

Ozonation at Münchehofe is to be built by 2032, with its planning contract awarded. A 2024 Senate answer put the cost of retrofitting filtration and ozonation across all works at about €1 billion, inflation-adjusted. Phosphorus recovery from sewage sludge becomes mandatory from 2029.
