SABESP's new sewage-treatment units stood at 88.73% of target in its results to September 2026, still to be validated by the regulator. Three projects with dated milestones run from late 2026 into 2028.
ETE Perus
The first stage of the ETE Perus plant, costing R$99.5 million, was delivered in May 2026. It treats up to 170 litres per second. As of May 2026, a second stage with advanced treatment was scheduled for the last quarter of 2026, and the SES Perus sewage system for 2027.
A siphon to Barueri
Under the IntegraTietê river programme, an underground siphon costing R$21.5 million is due for completion in April 2027. It will carry sewage from three cities to the Barueri treatment plant. IntegraTietê has R$23.5 billion of planned investment through 2029.
ETE ABC
The biggest capacity change of the three is at ETE ABC. Capacity is to double, to 3 million inhabitants from 1.4 million, with R$250 million of aeration-optimisation tools included. Completion is projected for the first half of 2028.
The investment behind it
SABESP recorded R$15.2 billion of capital expenditure in 2025 and invested R$7,458 million in the first half of 2026, against guidance of about R$20 billion for the year. Treatment remains one of the universalisation categories still below target.
The brief also explains how SABESP lets its universalisation lots, which consortia already hold them, and what to monitor before the November 2029 tariff review.
