In April 2026 SABESP completed signature of its Lot 1 universalisation contract with a consortium led by Azevedo & Travassos. The contract is worth R$595.8 million, has an estimated term of 900 days and covers 26 municipalities in the west of São Paulo State.
Lots, not single tenders
SABESP is delivering its 31 December 2029 coverage targets through regional works lots let to engineering consortia. In Lot 1, Azevedo & Travassos Infraestrutura holds 60% and CBS – Construtora Bahiana de Saneamento 40%. Concrejato Engenharia and Sahen Engenharia hold Lot 6, covering 10 municipalities including Botucatu and São Manuel.
Scale per lot
The scopes are large. Lot 08, held by AF SW Saneamento and Acqua Engenharia in Campo Limpo Paulista and Várzea Paulista, plans more than 330 km of networks by December 2028; works began in May 2026. Lot 18, co-led by AF SW Saneamento across Ibiúna, Salto de Pirapora, Alumínio and Piedade, targets more than 900 km of networks and about 55,000 connections.
A peak in June 2027
SABESP had about 1,500 work fronts under way in 2026 and expects about 3,200 works at the peak in June 2027. In March 2026 it presented an integrated contracting model with performance-based pay, and it told one regional committee that municipalities would set the order of works.
Where demand remains
On SABESP's results to September 2026, informal and rural sewage units stood at 71.39% of target and new sewage-treatment units at 88.73%, while urban units were above target.
