Severn Trent is preparing capital delivery frameworks reported at up to £25 billion for its AMP9 to AMP11 programmes from 2030, with procurement expected to start in early 2027. A preliminary market engagement notice published on 30 July 2026 sets out three lots, Managed Service, Design and Build, and Directed Delivery, with terms of up to 12 years.
Incumbents keep AMP8
The company says most of its AMP8 investment continues through incumbent partners. Recent awards show who they are. Costain, a partner since an AMP5 framework in 2010, won about £45 million at Rugby Newbold sewage treatment works in March 2026, and Kier announced more than £51 million across three AMP8 wastewater schemes in July 2026.
Smaller frameworks are moving first
A £200 million Capital Design Services Framework reached market engagement on 25 August 2026. A tunnelling, drilling and shaft works framework, reported at £1.2 billion, went to tender on 23 April 2026, with awards targeted for September 2026. Tender notices for ductile iron pipe (18 September 2026) and digester roof replacement (22 May 2026) are also live.
Spending is already climbing
Group capital investment reached £1,954 million in 2025-26, against £1,674 million a year earlier. About £440 million went out in the first quarter of 2026-27, 22% up on the year before, and guidance for the full year is £2.2 billion to £2.5 billion, within Ofwat's £15 billion allowance for 2025-30.
